ZCAS Officially Commissions the Gouthama Rao School of Law Building
The Zambia Centre for Accountancy Studies (ZCAS) has officially commissioned the Gouthama Rao School of Law Building, marking another significant milestone in the institution’s continued growth and commitment to providing quality professional and academic education.
The newly commissioned facility, which houses the ZCAS University School of Law, represents an important investment in the expansion of ZCAS’ teaching and learning infrastructure and reflects the institution’s continued response to growth in student enrolment and demand for quality higher education.
The building was acquired by ZCAS in 2025 at a cost of approximately K12 million using internally generated funds. Its acquisition was aimed at easing pressure on facilities at the main ZCAS campus on Dedan Kimathi Road while providing the School of Law with a dedicated environment for teaching, learning and academic development.
The commissioning ceremony brought together Government representatives, members of the ZCAS Board, ZCAS University Council, management, staff, students and invited guests.
Speaking during the ceremony, ZCAS Board Chairperson Mrs. Mary Ncube described the relocation of the School of Law as an important step in expanding the institutional footprint of both ZCAS and ZCAS University.
She noted that continued growth in student numbers had placed increasing pressure on existing infrastructure, making the acquisition of additional facilities necessary to support the institution’s long-term development.
The investment forms part of ZCAS’ broader strategy to strengthen its physical infrastructure and create an environment capable of supporting high-quality professional and academic education.
Government also commended ZCAS for investing its internally generated resources in modern learning infrastructure and contributing to the development of human capital in Zambia.
The new School of Law facility is expected to enhance the learning experience for students by providing dedicated academic space while simultaneously creating additional capacity at the main ZCAS campus.
Honouring Professor Gouthama Rao
A particularly significant part of the occasion was the naming of the facility in honour of Professor Gouthama Rao, former Executive Director of ZCAS, in recognition of his longstanding service and contribution to the development and transformation of the institution.
Professor Rao joined ZCAS in 1988 and played an important role during a period of substantial institutional development.
During the ceremony, Professor Rao expressed his gratitude to the ZCAS Board and management for preserving his legacy through the naming of the building.
He dedicated the honour to the Board members, members of staff, partners and other stakeholders with whom he worked during his years of service.
The naming of the building serves not only as recognition of Professor Rao’s contribution but also as a reminder of the institutional values of leadership, service, excellence and commitment that have contributed to the growth of ZCAS over the years.
A New Chapter in the ZCAS Story
The commissioning represents more than the opening of another building. It marks a new chapter in ZCAS’ continued transformation and reinforces the institution’s commitment to investing in infrastructure that supports learning, innovation and professional development.
Originally established as a specialised training institution for accountants, ZCAS has progressively expanded its mandate and academic offering. A major milestone in this journey was the establishment of ZCAS University Limited in 2016 as a wholly owned subsidiary of ZCAS, enabling the institution to broaden its provision of academic degree programmes.
The Gouthama Rao School of Law Building is therefore another important step in this continuing journey of growth.
As ZCAS continues to strengthen its infrastructure, programmes and institutional capacity, the new facility demonstrates its determination to create opportunities for future generations and contribute to the development of skilled professionals who will support Zambia’s economic and social development.
