{"id":14010,"date":"2026-05-22T08:00:00","date_gmt":"2026-05-22T08:00:00","guid":{"rendered":"https:\/\/zcas.ac.zm\/zcas-professional\/vacancy\/administration-and-human-resource-manager\/"},"modified":"2026-05-26T08:44:10","modified_gmt":"2026-05-26T08:44:10","slug":"administration-and-human-resource-manager","status":"publish","type":"zcas_vacancy","link":"https:\/\/zcas.ac.zm\/zcas-professional\/vacancy\/administration-and-human-resource-manager\/","title":{"rendered":"Administration and Human Resource Manager"},"content":{"rendered":"<p><a href=\"https:\/\/zcas.ac.zm\/zcas-professional\/wp-content\/uploads\/2026\/05\/ZCAS-JOB-ADVERT-2026.pdf\" class=\"zcas-pdf-download\" download target=\"_blank\">&#x2193; Download Full Job Advert (PDF)<\/a><\/p>\n<p><strong>JOB PURPOSE:<\/strong><\/p>\n<p>To assist the Board Secretary in providing support to the Centre in the areas of Administration and Human Resource Management thereby facilitating achievement of the Centre&#8217;s business objective and the necessary culture changes.<\/p>\n<p><strong>MAIN DUTIES AND RESPONSIBILITIES:<\/strong><\/p>\n<ol>\n<li>Formulate, develop and implement Human Resource policies and procedures with respect to the following:\n<ol type=\"i\">\n<li>Recruitment and Selection<\/li>\n<li>Training and Development<\/li>\n<li>Industrial Relations and Employee Welfare<\/li>\n<li>Salary Administration<\/li>\n<\/ol>\n<\/li>\n<li>Assist the Board Secretary to:\n<ol type=\"i\">\n<li>Recruit and induct new members of staff;<\/li>\n<li>Administer, monitor and review the Staff Performance Management and Development System;<\/li>\n<li>Coordinate and monitor Training Needs Analysis and ensure effective planning and implementation of training and development programmes and other learning events at the Centre; and<\/li>\n<li>Engage the Union during consultative meetings and negotiations for salaries and Conditions of Service for unionised staff.<\/li>\n<\/ol>\n<\/li>\n<li>Interpret and implement the Centre&#8217;s Terms and Conditions of Service.<\/li>\n<li>Manage the Personnel Information System aimed at maintaining up to date personnel records and aggregate data required for establishment control, Management Reports and administration of human resource procedures.<\/li>\n<li>Ensure that Job Descriptions are formulated and agreed upon with Heads of department, supervisors and job holders.<\/li>\n<li>Administer the Centre&#8217;s Disciplinary Code and Grievance Procedure to maintain discipline and industrial harmony.<\/li>\n<li>Coordinate disciplinary processes for members of staff and mediate in employee disputes.<\/li>\n<li>Control usage of the Centre&#8217;s pool vehicles and ensures that all vehicles are always insured and are road worthy.<\/li>\n<li>Ensure effective and efficient provision of security service at the centre to safeguard members of staff, students and the Centre&#8217;s property.<\/li>\n<li>Prepare separation notices and conduct exit interviews.<\/li>\n<li>Oversee the operations of the Estates Unit.<\/li>\n<li>Provide day to day solutions, expert counsel and accurate and timely information to Management with compliance to statutory guidelines.<\/li>\n<\/ol>\n<p><strong>QUALIFICATIONS, EXPERIENCE AND SKILLS:<\/strong><\/p>\n<ol>\n<li>Grade 12 Certificate with a minimum of five (5) &#8220;O&#8221; levels including English and Mathematics.<\/li>\n<li>Bachelor&#8217;s Degree in Human Resource Management or a related field.<\/li>\n<li>Master&#8217;s Degree in Human Resource Management or a related field.<\/li>\n<li>Five (5) years post qualifying work experience at Managerial level.<\/li>\n<li>Conversant with Zambian Labour Laws and other statutes of employment.<\/li>\n<li>Computer literate.<\/li>\n<li>Must be a Full Member of the Zambia Institute of Human Resources Management (ZIHRM) with a 2026 Practicing Certificate.<\/li>\n<li>A Fellow of the ZIHRM will be an added advantage.<\/li>\n<\/ol>\n<p><strong>HOW TO APPLY:<\/strong><\/p>\n<p>Signed application letters with detailed curriculum vitae, certified or ZAQA-verified copies of qualifications and contact details (address\/telephone\/email) of at least two (2) traceable referees should be sent to the address below on or before <strong>5th June 2026<\/strong>.
